If the leader of Al-Qaeda in Iraq went on television and announced that all terrorists in Iraq were going to lay down their weapons and leave in April of 2008, how would the United States Respond?
We would respond by turning the situation into a waiting game. We would conduct fewer operations, risk fewer lives, and conserve our weapons. We would plan parades and parties. Then, when the day came, we would kill off any remaining resistance before celebrating a huge strategic and moral victory in the War on Terror. Why then, are we to assume that Al-Qaeda would react any differently if it was the United States who announced a withdrawal date?
